U.S. Border Patrol field operations supervisor John Paisley does the daily briefing for border patrol agents during muster at the Imperial Beach Border Patrol Station August 6.
“This has complications up and down the line,” said Richard Stana, director of homeland security issues at the Government Accountability Office. “You're constantly in a recruiting mode ... If this population keeps churning, you're constantly training.”
The Border Patrol's struggle to keep new hires has become more evident as the agency comes close to meeting President Bush's target of 18,000 agents by the end of the year, up from 12,000 two years ago and double the number from eight years ago. The hiring surge means 42 percent of agents have less than three years on the job.
The GAO estimates that taxpayers pay $14,700 for each trainee at the Border Patrol Academy in Artesia, N.M. That 2006 figure doesn't take into account the many additional hours that senior agents spend training hires during a two-year probationary period.
Money aside, a revolving door means a large percentage of the force will always be inexperienced...

DENVER CO - Hispanics should not have to live in fear of raids by immigration agents, Michelle Obama told a Hispanic caucus to the Democratic National Convention on Wednesday.

Raymond Pedraza, a member of the Nevada Democratic Party's executive committee, said Hispanics are flocking to Obama because they feel they share a similar heritage of economic and civil rights struggles.
"He's our story. He has walked in our shoes and he has walked our mile," Pedraza said.

Comcast to limit customers' Internet usage starting October 1, 2008:
SAN FRANCISCO CA - Comcast Corp, the largest U.S. cable operator, said on Thursday it will cap customers' Internet usage starting October 1, in a bid to ensure the best service for the vast majority of its subscribers.
Comcast said it was setting a monthly data usage threshold of 250 gigabytes per account for all residential high-speed Internet customers, or the equivalent of 50 million e-mails or 124 standard-definition movies.
"If a customer exceeds more than 250 GB and is one of the heaviest data users who consume the most data on our high-speed Internet service, he or she may receive a call from Comcast's Customer Security Assurance (CSA) group to notify them of excessive use," according to the company's updated Frequently Asked Questions on Excessive Use.
Customers who top 250 GB in a month twice in a six-month timeframe could have service terminated for a year.
Comcast said up to 99 percent of its 14 million Internet subscribers would not be affected by the new threshold, which it said would help ensure the quality of Internet delivery is not degraded by a minority of heavy users.
U.S. Internet subscribers are typically not aware of any limit on their Internet usage once they sign up to pay a flat monthly fee to their service provider.
As Web usage has rocketed, driven by the popularity of watching online video, photo-sharing and music downloading services, cable and phone companies have been considering various techniques to limit or manage heavy usage.
But Comcast has come under fire from a variety of sources for its network management techniques.
The U.S. Federal Communications Commission investigated complaints by consumer groups that it was blocking peer-to-peer applications like BitTorrent, and earlier this month ordered Comcast to modify its network management.
Comcast has said that by the end of the year it will change its network management practices to ensure all Web traffic is treated essentially the same, but has also been exploring other ways to prevent degradation of its Internet service delivery.
One consumer group said while Comcast's new 250 GB limit was "relatively high," it could eventually ensnare customers as technology progresses.
"If Comcast has oversold their network to the point of creating congestion problems, then well-disclosed caps for Internet use are a better short-term solution than Comcast's current practice of illegally blocking Internet traffic," said S Derek Turner of Free Press, a Washington, D.C.-based consumer advocacy group that filed a complaint about Comcast's network management practices earlier this year.
The Philadelphia-based company is not alone in trying to come up with ways to limit heavy Internet usage.
Time Warner Cable Inc, the second-largest U.S. cable operator, said in January it would run a trial of billing Internet subscribers based on usage rather than a flat fee.
Comcast spokesman Charlie Douglas said Comcast was also considering so-called consumption-based billing, but no decisions had been made.
12 bodies bearing signs of torture found in eastern Mexico.......
MERIDA, Mexico - Twelve decapitated bodies bearing signs of torture were found Thursday in eastern Mexico, authorities said, adding that they were still looking for the heads.
Eleven headless male bodies were found piled on top of each other and covered with blankets in a suburb of the city of Merida, the capital of Yucatan state.
Some of the cadavers also had their legs tied, an AFP photographer saw. One was completely naked, while others wore denim clothing. Some of the murdered men had tattooed arms.
A twelfth body was found in a town called Buctzotz, 70 kilometers (45 miles) northeast of Merida. Its head is also missing.
Jose Guzman, a Yucatan state prosecutor, said the bodies were found by townspeople but that the heads were still missing.
"We believe that the 12 executions were an isolated incident and not part of a strategy to destabilize the state," Guzman told reporters.
A top Mexican public security official who visited Merida recently had noted that the city had remained largely untouched by the drug war that has left more than 2,600 dead in Mexico so far this year.
Just four drug-related murders had been reported in Yucatan state this year, according to El Universal newspaper.
Decapitated bodies have appeared in southern and northern Mexico, and authorities say they are revenge killings between rival drug cartels.
In recent years, drug trafficking gangs have resorted to decapitations and dismemberments against their foes in northern and southern Mexico. Hitmen often leave notes on the bodies indicating it was a drug-related assassination.

5 numbers you should know
Now that we know McCain's running mate, it is more clear than ever what McCain's energy policy is: drill here, there, and everywhere, and do it now. McCain the maverick loves Big Oil only slightly less than Bush and Cheney do, and Palin loves them at least as much.
Their talking points will be, of course, that evil liberals and environmentalists are preventing energy exploration at home; that there is plenty of oil in the U.S.; and that the surest way to solve our energy problems is to drill and drill some more. McCain will also claim that he is a big supporter of alternative energy as well.
I'm here to tell you that this whole storyline is phony, and what's more, it is relatively easy to demonstrate that it is phony. There are just 5 numbers you need to know to smack down drilling advocates. By the way, I've read this site for a while now, but this is my first posting. Hope you find this useful.
The first number: 9.3 billion.
That's the United States Geological Survey estimate for "technically recoverable, undiscovered oil" in NPR. What's that, you say? That's the National Petroleum Reserve (not to be confused with the Strategic Petroleum Reserve). If you look this up you will discover that it is a large chunk of Alaskan real estate with a lot of oil under it. Kind of like ANWR - except that the NPR is DESIGNATED for oil exploration and production, and hundreds of thousands of acres have already been leased out by the Federal government for that purpose, and exploration has already taken place, and oil has been discovered. NPR has as much or more oil than ANWR, according to the USGS. They do also say that the oil in ANWR is more economical to recover at prices below $30-$35 per barrel. With oil closing back in on $120/barrel as of this writing, I'd say that's not much of an issue.
The second number: 68,000,000.
That's the number of acres currently leased for oil and gas exploration and production in the U.S., that are NOT being explored and put into production by oil and gas companies. Here is just one of the many articles you can find on this issue with a quick Google search. About half of the unused leases are offshore, and almost all of that is in the Gulf of Mexico, which is in fact where almost all of our offshore oil is believed to be. So don't listen to wacky right-wingers who try to say "But they're unused because they don't have any oil!" Does anyone believe that companies would buy up these leases unless they thought they might be profitable? That would certainly go against the profit motive.
The third number: 53,558.
That's the number of oil and gas wells drilled in the United States (onshore and offshore) in 2007. Again: more than fifty thousand wells drilled last year. See this document from the Energy Information Agency of the Department of Energy. The only times when we were drilling similar or larger numbers of wells were in the early 80's (Alaskan oil exploration) and in the 50's (before the EPA and the modern environmental movement even existed). Think about it: we are drilling just as many wells as we did before the EPA even existed. Those evil environmentalists sure are effective at blocking domestic energy exploration, aren't they?
The fourth number: 1970.
That is the year in which United States oil production peaked. The ever-helpful Energy Information Agency provides this data on annual oil production. Note that our oil production at home has gone relentlessly downhil since then, DESPITE the fact that we drilled in Alaska and produced billions of barrels, and drilled in the Gulf of Mexico and produced billions of barrels. The truth is, there is simply not much oil left to find in the U.S. The big fields that are easy to find have all been found and drilled. Does anyone think we would even be talking about drilling through miles of rock that is underneath thousands of feet of water, if there were big pools of easdy-to-reach oil lying around untapped all over the place?
The fifth number: 62%.
That is about the percentage of our oil consumption that we import from other countries today. Here is a brief article and nifty graphic from the Center for American Progress on this issue. If you've stuck with me this long, you've probably realized that there is no way any amount of oil exploration and drilling here in the U.S. can eliminate our need for imports. None. It is impossible - at least at current levels of consumption. And that is why we need an energy policy that is not obsessed with drilling, but instead focused on the development and promotion of any and all alternatives, from solar to wind to (yes) nuclear to stricter energy efficiency standards and gas mileage standards to plug-in hybrids and electric cars. Obama offers that; McCain and Palin don't.
9.3 billion. 68,000,000. 55,000. 1970. 62%. Memorize these numbers. Use them. Hit conservatives over the head with them. As you already know, reality has a liberal bias. Have them at your fingertips to argue effectively. For example:
Right-winger: We have to drill here, now, offshore, to solve our energy problems!
You: But there were 55,000 oil and gas wells drilled in the United States last year. 55,000! Obviously, more drilling isn't going to help us find enough oil to meet all our energy needs.
Right-winger: But environmentalists won't let us drill offshore! And they won't let us drill in ANWR!
You: But there are tens of millions of acres in the Gulf of Mexico that are already leased for energy exploration. Why don't the oil companies explore those areas, instead of demanding that we open up new areas? That's where most of our remaining oil reserves are!
Right-winger: But...but...what about ANWR?
You: Instead of ANWR, why don't we drill in NPR?
Right-winger: What?
You: N-P-R. It's the National Petroleum Reserve. It's in Alaska. It has billions of barrels of oil - just as much as ANWR - and it's already designated for oil exploration and production.
At this point, the conversation will most likely end up where it usually does:
Right-winger: Why do you hate America so much?
But you get the point. You must be ready - with facts, figures, information - to show why the Obama/Biden ticket will take American energy policy in the right direction, and the McCain/Palin ticket will not.

HOUSTON, Aug. 1 -- US drilling activity dipped this week, down by 6 to 1,951 rotary rigs working, compared with 1,781 during the same period a year ago, Baker Hughes Inc. reported.
In an unusual occurrence, the only change from the previous week was in land rigs, down by 6 to 1,858 drilling. Offshore operations were unchanged with 67 rigs working in the Gulf of Mexico, the only federal waters now being drilled. Inland waters activity was unchanged with 26 active rigs.
Of the rigs working, 1,550 were drilling for natural gas, 5 fewer than the previous week. The number drilling for oil was down 1 to 392. There were 9 rigs unclassified. Horizontal drilling was unchanged with 587 rigs involved. There were 377 rigs doing directional drilling, down 3.
Texas had the biggest loss among major producing states, down 6 rigs with 920 still working. New Mexico lost 4 with 80 active. Alaska's rig count was down 2 to 5. California and Arkansas were down 1 rig each to 43 and 56, respectively. Oklahoma and Wyoming were unchanged at 207 and 76, respectively. Partially offsetting the losses, North Dakota's rig count increased by 1 to 71. Louisiana gained 2 to 189. Colorado was up by 4 to 114.
Canada's weekly rig count increased by 16 to 451, up from 394 a year ago.
Forth Deception: The truth is, there is simply not much oil left to find in the U.S.
An oil discovery by Chevron Corp. has bolstered prospects that petroleum companies will be able to tap giant reserves that lie far beneath the deep waters of the Gulf of Mexico.
Oil analysts and company executives said newly released test results from a well 175 miles off the coast of Louisiana indicate that the oil industry will be able to recover well more than 3 billion barrels, and perhaps as much as 15 billion barrels, of oil from a geological area known as the lower tertiary trend, making it the biggest addition to U.S. petroleum reserves in decades. The upper end of the estimate could boost U.S. reserves by 50 percent.
The fifth number: 62%.
That is about the percentage of our oil consumption that we import from other countries today. This represents $750 BILLION per year leaving the USA. That is one Iraq war per week. We need to fix this problem NOW, not in 15 or 20 years. You can't fill your tank with electricity.
